In line with this, I have caused the removal of those who have committed serious infraction in the performance of their duties and commenced the conduct of investigation on the irregularities committed. This also prompted me to abolish one unit (STF) to show that I really mean business.

Prior to leading the NBI, Santiago served as a Manila Regional Trial Court judge. His law enforcement career saw him rise through the ranks to become the Deputy Chief of the Special Weapons and Tactics (SWAT) team of the Manila Police Department (MPD).

His life story was immortalized in the movie “SPO4 Santiago Sharpshooter,” with Senator Ramon ”Bong” Revilla Jr. portraying him. Santiago’s service earned him accolades such as Senior Non-Commissioned Officer of the Year of the WPD, Ten Outstanding Policemen of the Philippines (TOPP) by the Jaycees, and an Act of Heroism Award from the NCRPO.

Santiago transitioned to the judiciary in 2005 as the presiding judge of Metropolitan Trial Court (MeTC) Branch 12, later being promoted to the Regional Trial Court (RTC) Branch 3 in Manila in 2011.
